An Irish girl wears too short shorts. when told that she can't bent with those at the grocery store, she answered
"DOWN HERE IT’S SO HOT. YOU CAN ONLY TAKE OFF SO MUCH BEFORE THE COPS COME AFTER YOU. SO, YOU KNOW, YOU HAVE TO GET IT SHORT"

What is the meaning of the highlighted expression? I don't know either if she speaks literally!

Does she mean that if wears less closthes, then the ploice will arrest her?

To add just a bit, you can be arrested for "indecent exposure" if you don't wear at least a minimal amount of clothing. She is suggesting that it's so hot, she'd prefer to just be naked so she had no clothing to make her feel warmer, but she can't do that, so she goes with shorts that are as small as possible.
