I have two meanings of "mess with" and which is correct?

Okay, and no one Messes with celebrities or defaces their pictures.
one meaning is "make a relationship with someone who can possibly harm you", and the other is "harass or bother"
Which is correct? I have no clue.

The second makes more sense.
The first refers to affairs, sexual relationships, etc, that could embarrass or harm someone's career, marriage, etc.
