I know it as "come over as".
I, like bhai, use 'come over' (and 'come across') rather than 'come off'.

Perhaps "come off" is the expression used in AmE, while "come over" is in BrE.
I expect that's exactly the situation. But until this thread, I would have "corrected" someone who had written "cover over" to the "right" form.
