They are not phrasal verbs. A phrasal verb is a phrase that consists of a verb plus an adverbial or a prepositional particle that modifies or changes the initial meaning of the verb.

e.g. : to give up =to renounce; to stop doing something [ otherwise "give" means :offer]
to grow up = educate [ grow =develop]

The verbs you are talking about are verbs followed by a preposition :

disagree with : I disagree with them.
disagree on :I disagree on the plans he did.

decided that : We decided that she should take all the necessary precautions.
decided to ; I decided to go there
decided on : She did not decide yet on whether she should go there and tell him the whole story or not.
decide against : Would you decide against marrying a person who is over ten years older than you?

Hi, these prepositions are often called dependent prepositions.
examples--- addicted to, accused of, angry with/about.

Sometimes a verb has two different prepositions and they are used in a different context.

example---- angry with someone
angry about something
