Is there a rule to decide whether to use a separable verb or inseparable verb?

Not really. There are some tendencies, such as 'into' generally being inseparable, butit's a case for looking things up in the dictionary, I am afraid.

Hi I'm new here and I have a question What is the meaning of following the phrasal verb: to let off steam ? Is it to calm down or to get fit?

to let off steam :letting off steam is an informal way of referring to a person getting rid of pent-up strong emotion, usually anger or frustration.
