If " to deal with " is a phrasal verb ?and what is its meaning?

Technically it's a prepositional verb but many books call these phrasal verbs.

It is used when we want to say that a problem, difficult situation, difficult person, etc. has to be/ has been resolved.

The head teacher dealt with the badly behaved student by suspending him from school.

We must deal with the problem/situation before it gets worse.
