I would judge that "about" is the general used collocation.

72 usages against 6 for "over" in the British National Corpus

725 against 66 in the American National Corpus.

As in the mathematical sense (to add a series of numbers) add is an action ("I would like to add a built-in cell phone to my new vehicle.") while add on (or add-on) is an object, typically optional ("A built-in cell phone is available as an add-on.").

If you use Firefox or Thunderbird, there are numerous add-ons available to modify performance.

At the simplest, you add an add-on.
