    her day off,not spend off

Ιt means that she is away from work, that she doesn't work οn that day,so she spends her free time with her husband.

check these examples:off,prep.,adv.- away from work or duty:
He’s had ten days off school. She’s off today. • I’ve got three days off next week. • How many days did you take off? • I need some time off.

In that sentence, "spend time" means to "use the time."

Hi I work for an insurance company that uses the word spend in an interesting way. Examples- " We need to track the legal spend" or "let's run a report on the spend". Is the use of the word spend as a noun an appropriate way to use the word?

No, in this case it's not grammatically correct. It would be grammatically correct to say "spending" or "expenditures". "Spend" is not a noun and I've never heard it used this way.
