A question ????????
I WANT TO ASK YOU
WHEN WE CAN DELETE POSSESSIVE ('S) ?
AND I WANT TO ASK IF WE CAN SAY ( THE KITCHEN WINDOW )
INSTEAD OF (THE kitchen's window)
and thanks a lot

I'm not a teacher.
May I suggest you refrain from using blocks letters as it is akin to shouting in internet language.
Please say 'I would like to ask' rather than 'I want to ask' which is considered rude.
Yes, you can say 'the kitchen window' or 'the window of the kitchen', but not the kitchen's window(object's object) or the bathroom's door.

tedtmc is right. Objects don't have possesions but only humans so never say "today's lecture, sun's rays, PSP's box, etc.". Use "object of the object".

True, but time expressions, organizations and periods of time use 's. Nothing wrong in:
"today's newspaper", "Monday's...." etc.

Sometimes, when I'm given a form to fill in, it reads "please use capital letters". But that's only because, in handwriting, capital letters are easier to read. But since we are actually typing, every single character is 100% legible.
As I said before, I am sure they are not trying to be unpolite, fair enough. But I find it nice to let them know, so in the future they can get along with all of the readers.

We would generally say the kitchen window, unless there was a reason to specify the particular window.
I have to report that the kitchen's window was rotten, but the bedrooms' windows were sound.

There are no explicit rules on which occasion we use possesive nouns, in this case i'd use the former "kitchen window" or maybe "the window of the kitchen"
