Please rewrite it in a normal grammatical order:

Context:

Country roads take me home
To the place I belong
West Virginia mountain momma
Take me home country roads
All my memories gather round her
Miner's lady stranger to blue water
Dark and dusty painted on the sky
Misty taste of moonshine teardrops in my eyes

West Virginia is a place where coal mining is a major industry. It is also landlocked.

Hence, the state is personified as the "lady" of a miner and a stranger to blue water (i.e. the ocean).

Hi, SoothingDave

Does "lady" here has the sense of "wife"?

Yes, though "lady" is a better word than "wife."
