Ball is an old-fashioned word for a large formal dance. So your sentence means that something sounds like a big party - that is, a lot of fun. We often say "Have a ball!" or "I had a ball!"

The word is still used. More common (at least here in the U.S.) are ball gown, ballroom, and ballroom dancing.

Sounds like a ball means it's sounds very exciting. A ball is a sort of dance party of the 1800s and early 1900s where people dressed up in fancy gowns and ballroom danced with each other. Those used to be the highlight of everyone's day/week/month!
