I'm looking for an adjective which means a country that consumes something the most or the least.

For example, a country that consumes electricity the most in a region and the opposite of this.

Is this correct?

The highest electricity consuming country in the region is X and the lowest electricity consuming country is Y.

That's good, but it means "careless" rather than "comparatively heavy".

The consumption of a country does not mean much unless it is related to the population i.e. per-capita consumption.
