What does "to be" mean in this sentence? Can you paraphrase this sentence?

It is exciting to be in New York City.

I don't know how to make "to be" any simpler than that.

The "to be" in your sentence is different from the "to be" in "I want to be young" or "I want to be the president."

If the word "to be" did not exist, then I would have to write your sentence like:

The Big Apple [New York City's nickname] never sleeps. It is a city in a hurry, but a very exciting place in which

to live, to visit, etc.
