"phoned in" = Topher did not put in all the effort or attention that he could have. Topher is so distracted by the girl, he is not giving his full attention to anything else.
If something is important, you deal with it in person. If it does not have your full attention, you "phone in".

I think it is more usual to say phoned it in.
