Hi,
In a sentence like, 'the government's ideas/decisions always .................. the people's', can I use any particular verb meaning 'is preferable to'? (I was wondering if 'dominates' could be a choice in this case.)
(Or, also I felt there might be a verb starting with out, such as outweigh or outdo, by which the government's ideas rule out those of others.)
