I don't understand this question which is in a book titled "TOEFL iBT e Reading" - Linguaforum. There are two paragraphs. This is the second one for the question:
To fix this problem, many cities are now making green zones. The green zones are like giant parks. No new roads or buildings can be built in them. Usually the green zones are just outside of the city. This causes another problem; cities need room to grow, but they cannot spread into the green zones. Finding the correct balance between allowing a city to grow and keeping enough trees is very difficult.
2. Which is the following best explains the term GREEN ZONES?

C. Areas with many trees.
