I would like to know when to use rate vs rates and level vs levels.

As an English teacher, you must know that one word of each pair is singular and the other plural.

As a verb or noun?

Verb:

I rate
He/She/It rates

As a noun:
The exchange rate is 1.2 to the USD. (At any one time, there's one exchange rate for a single currency)
Interest rates are very low. (There are different ones at the same time)
