Attached is duly signed form for filing in ROC. (ROC is a website to upload the form)

Should we use "in" before ROC?
 
How about this:

Please find attached the duly signed form for filing with/on ROC.

We usually say that we file a document with an authority.

I would use with for the same reason as Tedmc. I wouldn't use in here, but think on would be OK as it is done online.

In that case, it seems like we should be saying '... with the ROC'.
