Is either "which" or "that" correct in my sentence? Is "for catching" correct?

They sell live fish or live bait. This is (showing) a small live fish that/which is attached to a fishing hook as a bait for catching a fish.

I'd resolve this problem by rephrasing.

They sell live fish as bait.
This small live fish is attached to a fishing hook as bait.

@Rachel Adams Simplify. Say: "They sell live fish for bait."

Is the rest supposed to be a caption? If so, say: "This shows ..."

You might need to explain what bait is, but that wouldn't ordinarily be the case.
