Can you see who would be stepping down from this passage? My first reaction is Barr would be stepping down. But then it seems it is Berman who would be stepping down. I am not sure.

Geoffrey Berman, the powerful U.S. attorney for the Southern District of New York, said late Friday that he had not resigned after Attorney General William Barr said he would be stepping down. Barr sent a letter to Berman on Saturday saying he had asked President Trump to fire Berman, and the president had done so.

Yes. Logically, it is clear.

But if you simply only had that short passage, could you see from the grammar who'd be stepping down?
 
Barr had asked Trump to sack Berman which Trump did.
Berman is below Barr in hierarchy. "Stepping down" is a polite way to say Berman was sacked.

Barr did say that Berman would be resigning, which Berman denied. He was then sacked.
