#1 is correct. 'Below' is not an adjective. '... the following link' would be OK.
 
Or the link as follows.

Sunnyaykl, your sentence is apparently a shorter way to say "Please download the document through the link that is below."

"... through the link that follows" would work, though.
 
Just a hypertext Download in the correct place is enough as screen real estate is precious.
