What is involved here? The death of 2k people? Or the ending of the outbreak?
Logically, the author appears to clearly referring to the latter: the end of the Ebola outbreak. But grammatically, it seems to be the former. Do you have the same feeling as you read "but involved the first widespread use of a vaccine against the virus"?
