Is this kind of elliptical construction used widely?

SHALEV: I’m not gonna talk about specific customer.
LESLEY: But can you say that you won’t and haven’t sold Pegasus to a country that is known to violate human rights and imprison journalists and go after activists?
SHALEV: I only say that we are selling Pegasus in order to prevent crime and terror.

Am I understanding you both right? Do you both object to all kinds of verb ellipsis or is there something particular about this case?

I'm not sure I get it. Is it that the parallelism between modal verbs is okay but between a modal and non-modal isn't?

you won’t and can’t sell -
the verb missing after won't is sell. that's fine: you won’t (sell) and can’t sell
