I just met my business partner in restaurant for talking about sending empty items to China.

Is the following sentence correct and natural?

Before submiting your request form to local delivery company about sending the empty items to mainland China.

Why would anyone want to send "empty items" to mainland China? ;)
The only "empty items" that make sense to me would be shipping containers. China's balance of trade means that they send out more full ones than they get back.

@output needs to clarify what they are trying to say.

Don't use custom when referring to import or export. The word is customs, a singular noun.
Is the sentence correct?

No. The sentence will never be correct if you don’t follow the guidance @probus provided in Post #7. ;)
I revised the sentence again.

Due to China's customs clearance, we need to return the empty container to the terminal within 48 hours.
