[Vocabulary] difference between fill in a form and fill a form

I would like to ask about difference between fill in a form and fill a form.
Which is correct one or can I use both of them?

You will hear fill a form/fill in a form and fill out a form. They are all OK for me.
 
'Fill out a form' is more common in AE.
 
It is, but it is crossing the Atlantic.
 
I have never heard "fill a form".

As a BrE speaker, I "fill in a form" but I hear "fill out a form" more and more frequently.
 
You can fill a form (in AmE anyway) when pouring concrete. Somehow I doubt OP had that situation in mind though.
