Do English people use the word 'feedback' for suggestion and criticism in the following context?

For example, in some places like hotels, they ask customers to say if they have any suggestion or criticism about the services they have provided.

Yes. "Feedback" covers everything, good and bad.

Don't just say "English people", though - that refers only to people from England. You might mean "British English speakers" or simply "native English speakers" (that includes anyone whose native language is English).
