To me, advisory is an adjective. As such, it can neither be made nor advised.

One way to say this is The government has issued an advisory statement regarding [civilian] safety while travelling abroad. "Civilian" doesn't really add anything.

I realized that "advisory" is sometimes used as a noun in American English, usually modified by an adjective — and your scenario is one where you may see it used. The term I have in mind is travel advisory, a statement issued by authorities about potential risks affecting a particular kind of travel.
 
Or "The government has issued [new] safety advice for civilians travelling abroad".
