[Grammar] Does this make sense?

My friend told me, "Approximately two to of the general population suffers from acrophobia with twice as many women affected as men."
It's my first time encountering "two to of the number" and I feel like it could make sense if I knew it. Is this expression ever used somewhere?
 
Something is missing there, for example, "Approximately two to three per cent of the general population ...".
