Does "get initial doses of their drug out" mean "make initial doses of their drug ready"? Or does it mean "gain initial doses of their drug"?

Good news, within months, America will be made great again. Hope it is true this time.

In this construction, out means "on the market; available for purchase".
 
You need to connect "get" and "out". They need to get the first doses out by the end of the summer. They need to ensure that the first doses are available to buy by the end of the summer.
 
That's not natural. What do you mean by it?

One of the definitions for "get out" is:
to gain or receive something, esp something of significance or value.

Hence the explanation (that is, "gain initial doses of their drug" is for explanation only. It sounds awkward but trying to clear things up).

Well, how do you rule out the possibility of "gain the valuable drug", based the definition that "get out" can mean "to gain or receive something, esp something of significance or value" and we know that this COVID-19 drug is indeed something of significance (it has the power to change the world if it is real)?

I don't think lexicographers list that difinition under the entry "get out" in vain. They must have reasons to do so.

That's quite poor and potentially misleading.
In that sense, "get out of (something)" means to derive some kind of benefit/satisfaction from (something).

For example:
What do you get out of this incessant blogging?
You'll get nothing out of such threatening behaviour.
You will get something out of that conference.

That's only "worse" if you mean more confusing to me. It's another correct definition of "get something out". An instant of reflection will tell you it doesn't apply to the quotation.
 
You have to use a little bit of common sense. Do you really think a drug manufacturer is going to "receive something of value" here? Or is it more likely that they will manufacture the drug and then sell it on the market?

To be frank, I do think it is something valuable that is the equivalent of money printer if the drug is true. The whole world is desperately in need of this kind of drug to get rid of the pandemic.

China has recently announced the success of its COVID-19 vaccine in the stage II of its clinical trial, in which it says all the vaccine receivers have produced strong neutralizing antibodies and no serious adverse effects have been observed. I don't want to see America lose in the race since I used to highly appreciate America.

So the drug is not only valuable economically but invaluable strategically, which will put America in an advantageous position.
