what's the meaning of the underlined in the following: "Steinmeier, speaking in northern German city of Stralsund, said there was virtually "no basis" for discussions at the moment, given Turkey's perception that Germany had not taken the coup attempt seriously and Germany's concern about mass arrests and dismissals in Turkey afterwards."? And what is the grammatical function of the words in bold? (taken from a newspaper article)
 
'Given' means 'considering'. The bold part is a noun phrase.
 
Is there omitted words in the second part of the sentence? and what does the word "perception" in the sentence mean?
 
There was "no basis" for discussions, given Turkey's perception .
