[Grammar] He had promised... still hadn't finished

Are both sentences grammatical, or only the first one?
1) He had promised to do the job in an hour, but he still hadn't finished by 10 o'clock
2) He promised to do the jod in an hour, but he still hadn't finished by 10 o'clock.
 
#1 has no final punctuation mark and #2 has a typo.
