I found some phrases like: 'high blood pressure' but I'm not sure what 'high blood level' means!

It depends on what you are talking about. It is probably a specific thing that there is a high blood level of.

There are such things as "high blood alcohol level" and "high blood sugar level."

So I think there's a missing word, unless you've been watching vampire movies.

There are examples online of high blood level of xxxx for a chemical in the blood. I haven't heard it used in speech, but found it when I searched for the term.

If you are taking medicine of some kind (phenytoin, for example) you might need to have your blood levels checked. If the blood level is high you might need to reduce the dosage.
