I listened to the whole 5 minutes but did not hear the expression "call the game". If I missed it please provide the time within the video where it occurs @sitifan.

Having said that "call the game" is ambiguos. It may have the meaning you gave, or it may mean to give a running description of the play and also possibly comment on it.

Ah, now I see it, in the thread title. The only sense I can make of it is: what pitch to throw when the count is one ball and two strikes. Typically the catcher recommends a pitch via a sign, which the pitcher may accept or reject with a little shake of his head. That rejection is called shaking off a sign.

So besides the two meanings we already discussed, there's a third: decide what pitch to throw.
