Teloi, that is good advice but please remember to start your responses to other learners with "Not a teacher". Also remember that we start a sentence with a capital letter and end a sentence with a punctuation mark.
 
There is no shortcut to learning, so you have to practise hard regularly for a long time.

Is it natural to say 'No one that has promised a shortcut to learning a language that I know of has delivered'?

No. That sounds as if you're talking about "a language that you know of".
 
Then is it natural to say 'I know of no one that has promised a shortcut to learning a language that has delivered'?
 
Yes, although I prefer "who" to "that" in both instances.
