In the first one there is no connection between the noun (certificate of participation) and the phrase that modifies it. In the second one, there is.
 
Please comment on the use and position of AGAIN "again" in the following two sentences.

1.
I am submitting the certificate of participation once again, which is attached to this letter.
Or
2. I am once again submitting the certificate of participation, which is attached to this letter.
