I place / put Mr X on notice of responsibility for the building damage.

Does the above sentence mean that "Mr X is warned that he might be held responsible for the building damage"?

I thought it indicated some extent of probability.

I agree. To be put on notice of responsibility likely suggests that a lawsuit will be filed. The result of that lawsuit has not yet been determined.
