1. Since morning, I am not able to send any email. still, all my mails are in outbox.
2. Since morning, I unable to send any email. still, all my mails are in outbox.
3. Since morning, I was not able to send any email. still, all my mails are in outbox.

Could you please tell me which one is correct? Thank you in advance.

None are correct. You need the present perfect.
"Since this morning, I have not been able to send any email. All my mails are still in the outbox."
