Does "I vibe off small environments" mean "I create my emotional atmosphere based on small environments"?

Maybe. I take it to mean that's where the singer's creativity opens up. When alone in a small, private space, the singer's creative juices flow.

I've never used it but I have heard it. It's another example of a noun being turned into a verb. Originally, you might have seen something like "For me, small environments have a really good vibe". Now "I vibe off ..." means that "XXX gives me a good feeling" - context would make it clear what the person means by that. In this case, I agree that it means the speaker finds that small environments inspire them or make them feel particularly creative.

The British satrical magazine Private Eye has a column called Pseuds Corner that reprints pretentious comments like that.
