Yes, but it's not easy to explain. (Use "replied".)

Here is a general feeling my experience has given me. Tell me if I've got it right.

-Answer: When the other speaker asks a question.

-Reply: When the other speaker says something which may or may not be a question.

-Respond: Usually in negative sentences. (e.g. 'There was no response.')
