What does "In the final issue" mean? It talks like about publication. I am not sure.
 
In this context, issue is a synonym for conflict. It's most commonly used in describing legal rather than military conflicts.

Yes. Need to know the views from both sides since both sides claim to be the victor.
 
Many would say it was a draw. On the other hand, you could say The Allies won because they didn't lose. (In no other place in the world is there a bigger contrast between two countries than between North and South Korea.)
