Interpretation of booking

Given the following sentence:

If you cancel within 30 days of your booking, full amount of stay is due.

How should the term "booking" be interpreted? Is it a noun or verb? Is it the arrival date or is it the date that someone actually made the reservation?

Is there a better way to craft this sentence in order to remove ambiguity?

It's a noun, equivalent to 'reservation'. It's the date they made the reservation.

Who are you writing this to? It sounds like if they wait till the 31st day before cancelling they won't have to pay anything.

I'm sure you don't mean that.

Despite the potential confusion, you will certainly see "within 30 days of your booking" used to mean "within 30 days of the start of your stay/activity".
