Is it possible to use “this is” before names no matter how many people are introduced? “This is Carlos.” “This is Carlos and Chen.”

That is what you will hear more often than not. Whilst it might seem logical to say "These are Carlos and Chen" we just don't. However, you are more likely to hear it with more than two people.

This is David and Claire and these are their children, Peter, Chelsea and Monica.

Note, however, that if the speaker were introducing only the children, you still might hear "This is Peter, Chelsea and Monica".

Technically no; you wouldn't write that. But in speaking, you'd mean "This is Carlos, and (indicating Chen)[this is] Chen, and (then indicating Mary)[this is] Mary." That would sound like "This is Carlos ... and Chen ... and Mary."
