Is "on February" a common use?

On February 2022, a confident Russia invaded Ukraine assuming that it had enough friends and allies to endure the backlash from the West.
 
Not only is it uncommon, it is wrong. Use in February, or specify the date, for example: on February 24th or on 24 February.

Thank you probus! How do you read out "24 February"? And "February 24"?

I suspect a typo and that the writer meant "On 24 February 2022".

There's another at the end of the sentence; the full stop after "West" should have been a comma.
