Paramount:

chief in importance or impact; supreme; preeminent:a point of paramount significance.
above others in rank or authority; superior in power or jurisdiction.
Maybe primary carries idea that person/thing is very important/the best of the best amongst equals/the highest quality in the same sequence or order because it is the first, and comes before everything else, while paramount means that person/thing is the most important because it is the highest, and is found above everything else.
