I saw sentences starting with "Forgive me for saying so"

What is the meaning of "Forgive me for saying so"? When to use it?

Thanks

Someone is asking the pardon of the person addressed for something s/he is about to say that may be considered tactless or impolite. It's a polite formula to excuse bluntness.

Forgive me for saying so, but you're not big-boned, you're fat.
Forgive me for saying so, but the ideas that you put forward at the meeting were rubbish.
Forgive me for saying so, but that dress would be better suited to someone half your age.

Are there any similar phrases like "forgive me for saying so"?

Will the other party gets angry even when the sentence starts with "forgive me for saying so"?
