Sounds like you need a strong cup of tea and slobby licks from a dog (or two).

J.K. Rowling, the author of Harry Potter series tweeted hours ago:
I’ve now received so many death threats I could paper the house with them, and I haven’t stopped speaking out. Perhaps – and I’m just throwing this out there – the best way to prove your movement isn’t a threat to women, is to stop stalking, harassing and threatening us. 8/X

I failed to sense the implication of the phrase "need slobby licks from a dog" - Is it a humour? Or is it a sarcasm?

I can't find that reply.

Are you sure it said slobby, not sloppy?

I find "slobby" OK. Some dogs slobber - they produce a lot of drool. I'd expect "slobbery" but I can see where the writer was coming from. "Slobby", however, does suggest laziness (from the verb "slob"), which clearly isn't what they meant.

If the writer did indeed say slobby, I imagine it was a creative attempt to be vaguely amusing.

The person is offering comfort in solidarity with Rowling. The affectionate licks from some dogs.
