Sam, drove in the city last night, and he didn't notice that a cat in the middle of street. Lucky, he was stopping the car in the time and didn't hit it.

Please check my paragraph past simple and past continuous in particular.

When Sam was driving in the city last last night, he didn't notice a cat that was in the middle of the street. Luckily, he was able to stop the car in time and didn't hit it.

If you really want to start it with "Sam", then:

Sam, while driving in the city last night, didn't notice that there was a cat in the middle of the street. Luckily, he was able to stop the car in time and didn't hit it.
