Peeve vs Annoy

I've just read a book in which the author mentions that "Peeve" will give a different emotion to "Annoy". Might someone help me explain the different of these two words?

"Peeved" is, in my opinion, a woefully under-utilized word in English.

It deserves more usage than it gets.

Thanks for your corrections.
The book I quoted from is "Awaken the Giant Within" by Tony Robbins. In chapter of "The vocabulary of ultimate success", he mentions that he was annoyed by the receptionist who took quite long to help him check in but by using the word "peeved", he not only changed his emotional state but also made the receptionist smile.
