Do fully and in full mean the same?

No, don't use "gets" instead of "is".

The power level bar is full at the start of each level.
The power level bar becomes full before the start of each level.
 
You could say it "gets refreshed" maybe.

But it's not the best choice.

Can you look at "it is filled fully" and see why this is bad style?

Yes, because of "filled fully" but I am confused I think "filled" doesn't mean completley full, right? Can we say "filled in full" or "it was half filled?"
 
You could say "half-filled" or "filled" but "fully filled" is redundant.
