present perfect or simple present with "no experience"

Hello,

Would you please tell me if it is correct to use the present perfect with the expression "no experience" here?

"I'm afraid he has had no experience as a teacher of English."

In my view, either the simple past or the present simple is required.
The simple past to talk about a past state, and the simple present to discribe a present state.
It is not a matter of duration here, isn't it?

The present perfect "has had" and the simple present "has" both work. The past tense "had" does not.
